La movilización ciudadana en España en los albores del siglo XXI: una contextualización para el debate
En este artículo se analiza el marco teórico para el estudio de la movilización política que afloró en Españaa partir del 15 de marzo de 2011, tratando de dilucidar si se trata de un fenómeno nuevo o si responde afactores que vienen gestándose desde hace tiempo y que no pueden ser abarcados con una perspectivaestrictamente coyuntural (acaso acuciada por la crisis económica). Más que una aproximación empírica aesa movilización, se diseccionan algunos enfoques para perfilar sinérgica e integralmente el estado del artepara el estudio de la participación política, desde el que se puedan precisar factores más profundos —sistémicos—de carácter más duradero. Se repasan las transformaciones operadas en los sistemas políticos en lasúltimas décadas y las consecuencias que han podido tener para la propia democracia, la percepción que desu funcionamiento —y de sus promesas incumplidas— tiene la ciudadanía, así como para la participaciónciudadana en el marco de la nueva política o el nuevo paradigma político. La conclusión es que los cambiosestructurales apuntan a perdurables transformaciones en los sistemas políticos y la ciudadanía y sus formasde participación política. En ese nuevo paradigma se incardinan las movilizaciones que, en el contexto deuna grave crisis económica, vuelven sobre temas y conflictos que parecían superados, si bien con nuevasperspectivas y formas de acción. En definitiva, se trata de movilizaciones de carácter democrático —que nopueden ser calificadas de antisistema— y que no se orientan si no a mejorar la calidad del funcionamientode los propios sistemas democráticos.

Résumé Les caractéristiques de l'élite parlementaire régionale espagnole sont analysées dans cet article selon huit variables démographiques et politiques : âge, sexe, niveau éducatif, continuité (réélection), ancienneté en tant que parlementaire, profession, expérience antérieure dans leur parti politique et expérience antérieure dans des postes supérieurs à l'Administration Publique. Le but de cet article est de montrer comment l'élite parlementaire régional espagnole est devenue professionnelle très rapidement. Les particularités de cette élite ne semblent pas être liées à l'existence de différents niveaux de gouvernement, à la présence de partis régionalistes, à l'existence de systèmes de partis différents du national, à différents types de gouvernements, au niveau économique régional ou à la population.

En estas páginas se presenta un recorrido por diversas cuestiones relacionadas con la participación y la representación políticas en los sistemas políticos contemporáneos, tratando de recoger las aportaciones clásicas así como las más recientes que puedan resultar relevantes para la reflexión sobre la evolución de los modos y los mecanismos a disposición de los ciudadanos para integrar, articular, canalizar, movilizar y representar su participación política. La conclusión es un esperanzador saludo a las nuevas formas y mecanismos de participación diferenciados, así como a la diversificación de espacios y ámbitos para la acción política, cuya concurrencia no supone un cuestionamiento ni un riesgo para los sistemas democráticos representativos, sino, más bien, un elemento para desosificar sus estructuras y fluidificar su sabia democrática.

The theory and concept of multi-level governance (MLG) is a fairly recent one, emerging from the deepening integration of the European Union in the early 1990s and the development of free trade agreements around the world. MLG enlarges the traditional approaches, namely those of neo-institutionalism and multinational federalism, by offering a better understanding of the role of the state, regions and provinces. The book analyses the changes that have taken place as well as those that might take place in the future.
